Meet the judges

Fiona Barron, Land Data

Fiona was appointed Chief Executive in July 2021, prior to this she was Land Data's Head of Communications.   Fiona has extensive experience in communications, strategy, and business development for complex and changing organisations.  She has worked with local government and corporate clients in information technology,  telecoms, and the professional services sector.  Fiona is a Chartered PR practitioner. 

Nick Dyoss, NLIS Hub

Nick has spent twenty years working in the legal services market with the last fifteen years being spent in the legal searches market serving conveyancers. Prior to joining the NLIS Hub in January 2017 as the Hub Director, he was the Group Business Development Director with Searchflow. He has held a range of market-facing and service development roles at Landmark Information Group and Lexis Nexis, the legal publishers, as well as TM Property where he spent over ten years.

Diane Latter, The Law Society

Diane's work includes policy and legislative aspects of property law and conveyancing practice for both commercial and residential property.

Diane sits on a number of boards and groups including the Local Land Charges Advisory Board, the HMRC Stamp Duty Land Tax Working Together Steering Group, the Home Buying and Selling Group, the Land Registry Advisory Council and the Consumer Panel of the Property Ombudsman. Her current focus is to work collaboratively with others across the sector to improve the home buying and selling process for consumers

 

Jamie Winch, HM Land Registry

Jamie joined HM Land Registry in October 1989 as a legal caseworker, later becoming a customer team leader and working on HMLR register development projects with Local Authorities. He transferred to the Local Land Charges programme in 2013 and is now responsible for helping Local Authorites prepare for the new LLC service, and ensuring that it is successfully adopted by its customers. He works with a range of key industry partners, representative bodies and the LLC product team to ensure that the service delivers benefits to all stakeholders.

Andrew Simpson, The Coal Authority

Andrew joined the Coal Authority in 2016, bringing with him 15 years of industry experience from his private sector, client facing roles. As the Coal Authority’s Head of Innovation Business Development, Andrew’s wealth of knowledge underpins his unique approach to transforming how the Coal Authority continually adapts to the needs of the industry. This has resulted in the provision of a responsive, progressive and outstanding level of service through its commercial reports and advisory services business.

He is proud to work for the Coal Authority, an organisation that puts the safety of people and the environment at the heart of how it does business. By using in house information and expertise, his team continues to help people across the industry to make informed decisions.

Pat Morgan, Local Land Charges Institute Chair

Pat started his career at the London Borough of Ealing’s Local Land Charges Office in 1986 and was the Senior LLC Officer there from 1989 to 2005, before moving to Elmbridge Borough Council as Electoral Services and LLC Manager in 2005. He re-joined Ealing in 2010 as LLC Manager. Pat is a seasoned presenter and trainer on a range of Local Land Charges topics, and was appointed Chair of the Local Land Charges Institute in March 2022.
